WASHINGTON -- Facing a tight deadline imposed by House Speaker Nancy Pelosi, Democratic leaders of the Energy and Commerce Committee postponed until the fall House debates on several controversial energy issues, including tougher standards for automobile fuel efficiency.
It wasn't immediately clear what impact the House move toward a simplified, less-controversial energy measure will have on the Senate version of the bill. The Senate is scheduled to debate auto-efficiency standards and a mandate for coal-based liquid fuels on the floor this week.
Rep. John D. Dingell (D., Mich.), chairman of the House committee, and Rick Boucher (D., Va.) chairman of the subcommittee that is preparing its energy legislation, jointly announced they will focus on less-divisive issues, including energy-efficiency standards for appliances, improvements to the nation's electricity grid and incentives for use of wind power.
"This procedure . . . was discussed with the speaker, and she understands the rationale for proceeding this way," the two Democrat leaders said, "so we can rapidly work on a bipartisan bill that can be signed into law."
The turnaround by Rep. Dingell, who has defended Detroit automakers against fuel-saving standards for years, comes as automakers have launched a nationwide lobbying campaign to water down proposed tougher auto-efficiency standards. Rep. Dingell promised to return to the issue in the fall, when the committee is also planning legislation that would regulate carbon dioxide and other emissions that scientists say are accelerating global warming.
While the Senate appears to be pressing ahead, it could face filibuster threats on the auto-efficiency standards and several other items, requiring 60 votes to overcome, a margin that may not be attainable. "One of the questions being discussed is which body goes first with some of these things," a House aide said.
"We have decided to proceed with provisions that represent consensus," Messrs. Dingell and Boucher wrote. The energy subcommittee is scheduled to assemble its new version of the energy bill this week, and the House could debate the completed bill after the July 4 recess. Earlier, Speaker Pelosi (D., Calif.) had asked for an "Energy Independence" bill by July 4.
The House committee also deferred discussion of a low-carbon-fuel standard, similar to California's, which would mandate increasing use of ethanol and other fuels that result in lower CO2 emissions. Another postponed issue is a change in federal law that would block California from establishing its own CO2 emissions standards for vehicles.
The two committee leaders said they were postponing debate because the issues "are complex and difficult."
Democrats are deeply split, with representatives from auto-producing states fighting tougher emissions standards, and the California delegation and liberal factions pushing for them. Coal-state Democrats and environmentally inclined Democrats are on opposite sides over coal-to-liquid fuels, which would emphasize diesel and jet fuels made from coal, a fuel the U.S. has in abundance.

Hi everyone,
I have come to this form for help of one thing: for a long time I know that when switching jobs using ac21 you need to make sure that the job code is same and job description is similar, i know from my approved 140&perm that mine is 15-1032 (computer engineer),
the job description of both company are 90% same.
But they know nothing about the job code and ask me what is this code and where this is used . Can somebody help me with this?
btw, my old job title is computer engineer, my new title is manager of computer system engineer. is that a problem ? if yes , if I asked them to demote that to computer system engineer leader, is it better?

It should not be a problem. Our GC's were approved when we were overseas and we came in using AP's.
Try to bring print outs of approval from USCIS website. If you have that, they will admit you as a PR. I tried explaining but they didn't listen and used the AP. If you have a printout they willl stamp your passport as a PR and let you in.

Hi friends
I'm concurrently filing 140 and 485 at NSC (my application shd be out in 2-3 days). I've obtained a waiver and my J-1 expires next year Aug 2008. What do you guys feel that if this much time is enough to obtain the decision regarding those two applications. I'll be getting my and wife's EAD in 3 months. Should I used EAD after my J-1 expries or else I move to H-1 a month before it expires. Presently my wife is working in a private company (j-2 EAD). My lawyer discouraged me by saying that my applicaation could be rejected as J-1 is non-immigrant intent visa?? Please reply...

Keep an eye on the military appropriations bill Congress is working on for a potential immigration piece. The AP reports that Republicans want some serious money and personnel commitments for the southern border. And my own sources are telling me that some Democrats are looking at trying to get the DREAM Act in that same piece of legislation. Remember, DREAM allows for some who join the military to pursue permanent residency so it would be a germane part of the bill. A down payment on comprehensive immigration reform? Or the end of that effort and the return to piecemeal legislating?...

Hello,
It has been over two years I got my EAD, and I am also on H1 and my H1 is valid up to May, 2011. Now, if I want to switch to a new employer, I want to know if there are any complications...I read that we can always switch to new employer and can still retain the priority dates. Is it true? What is NOID? Is it possible for the old employer to revoke my I-485? or can they do anything that affects my Green Card status or the legal status in the country?

I am on h1-b since Oct 1, 2004. I am EB3-ROW (Rest of World). My company has filed I-140 in June 2006 and it has not been approved yet. How soon would I be able to change jobs? I'm about to finish my master's degree and am hoping to get a job that falls in either eb-2 or eb3 category. How will this impact the ability to keep my i-140. Would i have to start from scratch with my new employer if i find a new job?
Also what is considered my priority date since I havent/cant file an i-485 yet.

I was on F1 visa and applied for my GC / I485 thru my spouse few years back. Unfortunately while coming back from India 3 years back, I used my stamped F1 visa instead of AP. My lawyer told me that due to this, I have abondoned my AOS and he has to withdraw my 485 and refile it when it will be current. Few days back spouse became current and attorney was preparing to apply for 485 again but in USCIS the status of my application was still shown pending not withdrawn. To our surprise, we saw 2 GC in the mail and the online status was shown approved. But the attorney is saying that we should re-file the 485 since USCIS did not withdraw my application and approved it. They says that I might have issues if my absence is detected when I will apply for citizenship later. Please suggest. I am so puzzled and tensed..

My H1b is 2 and half years old. I transferred it once, i.e in 2007
My brother has got GC a year ago and started his own company. I am planning to transfer it to him.
I have these following questions.
1. What is the risk on transferring my H1 to a new/small company in this recession period, and the employee strength is just one (my brother).
2. Is it ok to transfer more than one time in short period(i.e in 2 years span)?
3. Also, is it acceptable to stay outside US for couple of months on H1 status with out payroll? Will that be a problem at POE when i return to US?
4) Right now i am out of the project (on bench), so will that be any risk of my H1 transfer getting denied ?
Please help!
